Yes its a stalling tactic...I'm still trying to whittle my hero list down to ten

And as for vilains....

10) the Vulture. First villain I ever read who killed someone of significance.
9) The Beyonder. Killed whole universes with a single blink. Then became a baby. Caused a couple of Secret Wars.
8 ) Victor Von Doom. Just gets better the longer the FF runs. From cardboard cutout to "maybe he does have a point" in just a few decades..
7) The original Scourge (of the Underworld). For offing all those minor villains that just weren't working..."Justice is Served!"
6) Juggernaut. "Don't you know who I am?"
5) Apocalypse. Survival of the fittest.
4) Archangel. For once WWWIII was cool.
3) Magneto. Magnetic personality.
2) Dark Phoenix.
1) the Joker.

NOOOOOOOOO! A DC character as the best villain? But I cannot tell a lie..

Honourable mentions to Kingpin, Kraven, Doc Ock, Two-Face and The Lizard

The Joker transcends DC. Everyone loves that fruitcake.

-The Joker, Scarecrow, and Two-Face.
-Lex Luthor and Brainiac.
-Venom and Carnage.
-Murmur and Zoom (Johns version of Zoom).
-Super-Skrull.

Definitely the Brotherhood of Dada from Doom Patrol, and especially their head honcho, Mr Nobody: "Don't you understand? We just wanted to break the crushing monotony of life! To set the world free! To make each moment an event, instead of a drudgery. Every man his own master to say "No." And you call us criminals?" That was the moment when I realised I'd probably get on with most villains far better than the heroes.
